Dear Guests
Ladies and
Gentlemen
I am pleased to receive you all in Doha for
this important symposium being held here which aiming at the
dialogue, exchange of opinions and ideas by the
parliamentarians on subjects relating to the regional
security in our area. The job you are doing within the
scope of program of supporting the current endeavors for
building the Broader Middle East attained by NATO
parliamentary Group is considered a positive step because it
supports the directives of building democracy in the area.
Firstly, I would like to indicate that we
are really-in Qatar- endeavoring hardly to finalize building
the modern state based on constitution, law and institutions
that guarantee liberties, rights and responsibilities of the
citizens in a community built on modernization, reform and
development.
This high policy of our country has been
internally outlined with our self-determination based on the
vision of H.H. Sheikh Hamad bin Khalifa Al-Thani, Emir of
Qatar, since he undertook the power in 1995, that means
before 11- September actions and before the initiatives of
reform, democracy in the area being launched.
We have covered long distance of work to
institute the rules of democracy, public participation in
government, administration and decision making process, as
well as building of our constitutional institutions. In the
first time of our history, efforts are underway for
conducting first public parliamentary elections in
accordance with the new constitution issued on
8 June, 2004 when the constitution was approved by the
public in 2003 with high percentage of supporting.
The
Constitution has included the liberties and basic rights for
all citizens, and has regulated the principles of the
relationship between the ruler and the ruled in frame of
Law. The Constitution has acknowledged the principles of
questioning, Punishment, Transparency in the government and
the administration.
We really
intend that the elections be free and honest and the Qatari
woman participate in candidature, voting under the
constitution which guarantees the equality between the man
and the woman.
Our
experiment in constitutional field has taken into its
consideration the privacy of our society and its historical
background. Accordingly, the cooperation based on dialogue
in the parliamentary field with the parliamentary special
group will be useful in the acquaintance of the privacies of
our democratic exercising, enrichment, removal of potential
obstacles and the creation of atmosphere of cooperation and
constructive understanding of the other. This will enable
the peaceful coexistence between all parties for the good
and welfare of all to have stability, peace, security and
development.
The program of the symposium is rich with important
and vital issues for reaching the objective.
